PDFConverterOnline.com does two things: it ranks every serious PDF converter online — free and paid — on the criteria that actually matter, and it gives you a free converter that runs inside your browser so simple jobs never require uploading a file anywhere.
Who runs this site
PDFConverterOnline.com is an independently owned and operated site, built and maintained by a software developer with hands-on experience of PDF tooling. It is not affiliated with Adobe, iLovePDF, Smallpdf or any other product reviewed here; product names and trademarks belong to their respective owners and are used only to identify the products being discussed.
How the rankings work
- Same documents, every tool. Each converter processes the same set of sample files — text-heavy, table-heavy and scanned — in both directions, and we score output fidelity.
- Verified facts, dated. Free-tier limits, prices and file-retention policies are checked against each vendor's own pages. Every figure on the site carries the date it was last verified; the stamp only changes when the content does.
- Independence. The two online top-10 lists contain no affiliate links at all. Only the desktop-apps section is monetised, every such link is marked
rel="sponsored", and commissions never influence a position. Details are in the affiliate disclosure. - Corrections. Vendors change prices and limits between passes; anything that has moved is corrected at the next re-check and the page's change date is updated.
About the free in-browser converter
The converter on the homepage merges, splits and rotates PDFs, turns images into PDFs, and converts PDFs to JPG, PNG, plain text or an editable Word document — entirely on your device. It is built on two open-source engines served from this site, Mozilla's pdf.js and pdf-lib, and has no server component: there is nothing to upload to, which is why it has no file limits, no queue and no account. It does not perform OCR, and its PDF-to-Word output keeps text, paragraphs and headings rather than pixel-perfect layouts; the ranked tools exist for those jobs. Editorial policy
We do not accept payment for placement, sponsored reviews or link insertion, and we do not remove honest drawbacks at a vendor's request. Only the desktop-apps section carries affiliate links, as explained in the affiliate disclosure.
